David Braybrook offers a consultancy service across the UK as an independent strategic and operational partner in SEND work and works in the public, private and voluntary sectors. He has over 35 years’ experience gained in front line strategic, inspection, regulatory and consultancy roles. Originally with a background in teaching deaf children, David has been a teacher, specialist teacher trainer (now Oxford Brookes University), Head of a large, residential special school (Ovingdean Hall School, Brighton), External Examiner in Higher Education, Registered Ofsted Inspector (SEN), Ofsted contractor, Ofsted Accredited Trainer (SEN), Independent Care Standards Visitor and latterly a Director of Education and Chief Executive of two national educational charities. He was the Deputy Chair of Governors of The Retreat, an independent psychiatric hospital in York, a co-opted Trustee of Children’s Hospices UK and the Chair of the DCSF South East Regional Partnership. He brings a wealth of relevant experience in the fields of education, health and social care, regulation, review and project work.

He has served and still serves on a wide range of national and public bodies including regulatory bodies and is highly regarded for his work in developing and raising professional standards and promoting the achievement of children and young people with SEN. He was also a member of the Project Advisory Board and responsible for Quality Assurance on the DfE funded Complex Learning Difficulties and Disabilities Research Project (SSAT) and the project to develop Training Resources for Special Education for the 21st Century.

1993 - to date Strategic, operational, review, project and inspection work for LAs, maintained schools, PRUs, non-maintained and independent special schools, academies and Free Schools, including in 2013 acting for six months as Interim part-time Lead to Interim Leadership in day, independent (for profit) secondary special school and taking it successfully through the Ofsted re-inspection process.

2015 Review of HI Provision in ARC specialist provision of Hanson Academy, Bradford.
2015 Independent Review, Provision for CYP with HI, Surrey County Council.
2013 - 2014 Working as a Strategic Lead for Staffordshire County Council in planning and implementing the SEND Reforms.
1993 - 2013 Specialist Member, SEN & Disability Tribunal (SENT).
2003 - 2011 DfE involvement:
  • Member of Ministerial Working Party on future role of special schools.
  • Co-author of DfE Guidance for special schools gaining specialist school status.
  • Quality Assurance Lead, Complex Learning Difficulties and Disabilities research project and subsequent project focussed on developing training materials (SSAT).
2006 - 2012 Design Adviser to architects EC Harris and other build consultancies on PFI and BSF new build work in relation to special and mainstream schools.


1997 – 2001 Led Ofsted inspections of a wide range of Hospital Special Schools.
2009 - 2017 Lay Member, Fitness to Practice panels, Nursing and Midwifery Council (NMC).
2000 - 2003 The first Director of Education (p/t) of I CAN - the national charity for CYP with speech, language and communication needs and piloted and developed multidisciplinary practice in Early Years and school provision with Speech Therapy Lead.
2006 - 2009 Co-opted Trustee, Children's Hospices UK.
